These records would assist Maratha community members in being recognized as Kunbi, making them eligible for benefits under the OBC quota.
The state revenue department in Marathwada found only 32,000 Kunbi records out of over two crore documents scanned, raising questions about Maratha community claims for reservation. Despite historical ties, many Marathas stopped using Kunbi surnames. The findings affect eligibility for OBC benefits, potentially impacting over four lakh individuals.
Marathas from Marathwada have been leading the recent push for reservation for their community, but the state revenue department has only uncovered 32,000 Kunbi records in this area after scrutinizing over two crore revenue documents dating back to the 19th Century. This amounts to less than 1% of records containing Kunbi references among all the documents reviewed.
Aurangabad Chhatrapati Sambhajinagar divisional commissioner Madhukarrao Ardad confirmed that the 32,000 Kunbi records primarily date from 1881 to 1901. Additionally, it was discovered that from 1911 onwards, many individuals from the Maratha community ceased to use Kunbi as part of their names, opting instead for surnames such as Patil and Deshmukh.
The latest statistics from the revenue divisional commissionerate indicate that out of the 2.02 crore records examined in the eight districts of Marathwada, only 32,104 contained Kunbi references.
Aurangabad Chhatrapati Sambhajinagar – 4474
Jalna – 3318
Parbhani – 2891
Hingoli – 4028
Nanded – 1748
Beed with 13128
Dharashiv -1603
Latur -914
Officials noted that the process of document scrutiny is ongoing, and the figures may change in the coming days. Ardad mentioned that the Nizam rule gazette published in 1901 indicated a Kunbi population of almost 38% to 39% in the five districts of Marathwada at that time. Despite challenges in maintaining old records at some offices, efforts are being made to decipher and document each of these documents. During the Nizam era, Marathwada region comprised five districts, with Jalna, Hingoli, and Latur being part of larger districts.
A senior official from the revenue department mentioned that up to 15 families in the lineage of the individual with the original record could benefit from this discovery. This implies that the 32,000 records could potentially benefit over four lakh people from the community in Marathwada. Previously, the government had claimed to possess 54 lakh Kunbi-Maratha and Maratha-Kunbi records, which could help members of the Maratha community identify as Kunbi and become eligible for benefits under the OBC quota.
There’s a mention of an affidavit: Kunbi caste certificates will be immediately issued to blood relatives of citizens who already have Kunbi registration, if they provide an affidavit as evidence. Relatives of citizens with Kunbi registration will also be verified for Kunbi caste certificates. If the proof of blood relationship of registered Kunbi citizens is confirmed, certificates will be issued according to the rules.
All relatives of Maratha brothers with Kunbi records will receive Kunbi caste certificates based on those records.
Aarakshan percentage in Maharashtra, Amidst discussions on Maratha reservation, the OBC Mahasangh has cautioned the state government against including Marathas in the OBC category, emphasizing serious consequences. Conversely, the Akhil Bharatiya Maratha Mahasangh advocates for an increase in the OBC quota from 27% to 42%, suggesting that the additional 15% could be utilized to incorporate Marathas within the OBC framework, as highlighted by Sambhaji Dahatonde Patil, the general secretary of Akhil Bharatiya Maratha Mahasangh.
