The Haj Committee of India, also known as the Central Haj Committee (CHC), is a statutory body under the Indian government responsible for organizing Islamic pilgrimages to Saudi Arabia. Established in 2002 under the Haj Committee Act, it serves as the coordinating agency for state haj committees. The committee comprises 23 members, including representatives elected by state haj committees, ex-official members, MPs, and nominees appointed by the central government and the state with the highest number of pilgrims.
In 2016, India was allotted a quota of 136,200 pilgrims for Haj, with the Haj committee arranging travel for 100,200 individuals. The committee allocates the quota state-wise based on Muslim population density according to the 2011 census.

Eligibility for Haj pilgrimage is subject to specific guidelines outlined by the Saudi authorities, encompassing financial, physical, behavioral, and mental aspects. Here are the eligibility criteria for Haj pilgrimage for Muslim citizens of India:
Ladies above 45 years of age who desire to undertake Haj pilgrimage but do not have a male Mehram (an unmarriageable kin with whom travel is restricted in Islamic law) and whose school of thought (Maslak) permits, are permitted to travel in groups of four or more ladies.
Subject to the terms set by the Kingdom of Saudi Arabia (KSA), single ladies may also apply for Haj pilgrimage. The Haj Committee of India (HCoI) may organize groupings for single ladies who apply under this category.
Furthermore, the Consulate General of India in Jeddah will facilitate separate living arrangements for women traveling alone for the pilgrimage, ensuring their safety and comfort during their stay in Saudi Arabia.
The cover size for Haj pilgrimage applications ranges from a minimum of 1 (one) adult to a maximum of 4 (four) adults plus 2 (two) infants. If the number of family members exceeds four adults, applicants must submit applications in more than one cover.
Notes: (i) Infants: Applicants who have completed 2 years of age by the date of arrival of the last return Haj charter flight, as specified by the Haj Committee of India (HCoI), are considered infants. Infant travel is not free of cost, and they will be charged 10% of the full airfare determined by the Ministry of Civil Aviation. (ii) Applicants above 2 years of age are charged as adult pilgrims, and they must pay the full amount of airfare and Haj Amount accordingly.
A maximum of four (4) applicants, comprising family members or near relatives, can apply in a single cover. The cover’s head is responsible for payment for all included persons, and only family members or near relatives should be included, ensuring blood relation or close proximity. All pilgrims under one cover must have the same accommodation status, and covers cannot be split or altered for flight dates. Pilgrims within a cover travel and stay together. If the cover head cancels, another male member must replace him, and if a Mehram cancels, a replacement must be specified for the female applicant(s) to avoid cancellation. Changes in Mehram are only permitted in specific cases like death or medical reasons.
Applications from individuals aged 70 and above are given priority for seat allocation in their respective State/UT. However, if the number of applications in this age category exceeds the allocated quota, a draw of lots will be conducted among them as per the policy’s guidelines. This ensures that elderly citizens have the opportunity to perform the Haj pilgrimage.
Applicants in the 70+ age category must submit a solemn declaration and undertaking in the prescribed format. Failure to include or incomplete submission of the declaration and undertaking will result in the summarily rejection of the Haj application.
As per Saudi regulations, accommodation for pilgrims must be arranged in advance through the Consulate General of India, Jeddah. The regulations specify that each pilgrim is entitled to 4 square meters of space in Makkah accommodation, while in Madinah, the capacity is based on the unit’s license issued by Saudi authorities.
In Makkah, accommodation is uniform, and transportation between the accommodation (outside Markazia) and the holy site is provided through bus facilities.
In Madinah, accommodations in the Markazia area are preferred, subject to availability. Pilgrims entitled to stay in Rubat will be accommodated according to KSA norms. The Haj Committee of India (HCoI) does not levy charges for Rubat accommodation, or if charges are levied, they will be refunded to the pilgrims who utilize Rubat facilities.
A medical check-up report is mandatory for all pilgrims to ensure only healthy individuals proceed for Haj pilgrimage. A two-step medical screening process has been introduced: one at the application stage (on the reverse of the Haj application) and another for selected pilgrims at the embarkation stage.
Every applicant must fill out their medical history, undergo examination, and obtain a Medical Screening and Fitness Certificate from a registered medical practitioner, preferably an allopathic or government doctor, on the reverse side of their Haj Application.
The Health Certificate issued to pilgrims by the Medical Officer will include information regarding mandatory vaccinations and COVID-19 vaccination. A digital medical health certificate will be issued to selected Haj pilgrims in collaboration with the Ministry of Health and Family Welfare (MoHFW).
Pilgrims are permitted to undergo health verification and RTPCR tests at their district health units. Ideally, these tests should be conducted at Government Laboratories, including facilities available in Government of India Hospitals, Railway Hospitals, ESIC hospitals, etc.
Pilgrims are provided with the option to choose between the embarkation point of their area and the nearest economical embarkation point, based on the difference in air travel costs from the previous year. The Ministry of Minority Affairs (MoMA) may adjust this arrangement in subsequent years with the approval of the competent authority.
Pilgrims may stay in the Kingdom of Saudi Arabia for a duration of 30 to 40 days, subject to the schedule provided by the airlines and approved by the General Authority of Civil Aviation, Kingdom of Saudi Arabia. Accommodation units in Makkah Mukarramah are hired for the entire Haj season, and buildings are not rented on a daily basis. Therefore, the rate charged applies for the entire Haj season, irrespective of the length of stay, ensuring uniform charges for all pilgrims. Refunds based on the duration of stay are not applicable.
In the unfortunate event of death due to natural causes or accidents during the Haj period, burial rituals will be performed as per prevailing practices in the Kingdom of Saudi Arabia. The original Death Certificate will be sent directly to the next of kin of the deceased pilgrim by the Consulate General of India (CGI), Jeddah, after the completion of the Haj season.
The Islamic Development Bank (IDB) is the authorized body by the Government of KSA to perform Qurbani for Haj pilgrims. Pilgrims should be cautious of fraudsters in the name of Qurbani. Adahi through IDB will be arranged by the Haj Committee of India (HCoI) for covers who opt for it, and once opted, the choice cannot be revoked. Adahi (Qurbani) coupons will be optional, and the HCoI will issue advisories providing information about the coupons and precautions for pilgrims.
